allow_requests_without_proxy_protocol feature ?

We need to allow request without proxy protocol on envoy same as Haproxy with accept-proxy
the param is available on envoy with allow_requests_without_proxy_protocol

PullRequest can be send with this feature ?

Tested with custom build, work perfectly with args --proxy-protocol-insecure

• Contour version: 1.30
• Kubernetes version: (use kubectl version): v1.31.7
• Kubernetes installer & version: OKD 4.18
• Cloud provider or hardware configuration: onpremise
• OS (e.g. from /etc/os-release): coreos
